Getting back to it after having kids.

So 5 years ago I was in the best shape of my life but having children and a couple of pop up medical issues has left me at the heaviest of my life. I was 155 when we got married and now I'm tipping the scale at 220. Somehow my body composition has gone from 45% fat to 37.8% after starting to be a bit more active in general.

My question is this, as a mother of 2 toddlers and a wife with a full time job that works overtime frequently; how can I make a meal plan that suits my needs and theirs that won't take forever or break the bank? I'm limited to about $500 a month so that $250 every two weeks.

Any ideas or experience that might help?
